Phrase Scooping: An Effective Way to Build Reading Fluency
When students struggle with reading fluency, it’s often not because they can’t decode words — it’s because they’re reading one word at a time. This slow, choppy reading makes it difficult for students to understand what they’re reading, remember information, and build confidence.
That’s where phrase scooping, also called phrase-cued reading, comes in.
Phrase scooping helps students group words into meaningful chunks so they can read more smoothly and naturally. Instead of reading:
The / flag / is / as / flat / as / a / flip / flop.
Students learn to read:
The flag / is as flat / as a flip flop.
This small shift makes a big difference in how students read and understand text.
Why Fluency Matters
Fluency is often described as the bridge between decoding and comprehension. 
When students read fluently, they move effortlessly from word recognition (decoding) to comprehension.
Fluent readers:

On the other hand, if a student is unable to read fluently and reading is slow and laborious, their brain is working overtime. All of this work leaves little energy for understanding, which is the ultimate goal of reading. Consider the bridge analogy below:

Research on reading fluency consistently shows that prosody — reading with appropriate phrasing and expression — is strongly connected to comprehension. Skilled readers naturally group words into phrases based on syntax and meaning, while struggling readers often pause between every word.

How to Use Phrase Scooping in a Daily Routine
One of the most effective ways to build fluency is through short, consistent practice. A daily phrase scooping routine can take just a few minutes and still make a big impact.
Here’s a simple routine:
Step 1: Read the Sentence
Show students a sentence and have them read the sentence aloud.
Step 2: Scoop the Phrases
Before asking students to scoop phrases independently, it’s important to model how to identify meaningful chunks of words. Read the sentence aloud and think aloud as you decide where to scoop. For example, you might say:
"I’m going to scoop words that go together and make sense. ‘The flag’ sounds like one idea, so I’ll scoop those words together. ‘is as flat’ also goes together, so I’ll scoop that next. Last, "as a flip flop" is another group of words that go together so I'll scoop those too."
Help students understand that phrases:
- Sound natural when read aloud
- Follow meaning or ideas in the sentence
- Often group short function words with content words (like the, is, a)
You can also guide students by:
- Scooping together as a class
- Asking students where they think the scoops should go
- Discussing why certain words belong together
- Gradually releasing responsibility to students
Over time, students begin to recognize phrases more independently and develop stronger fluency skills.
Step 3: Reread for Fluency
Once the phrases in the sentence are scooped, have students reread the sentence smoothly using the scoops.
Step 4: Repeat
Students practice with multiple sentences for increased automaticity.
This quick routine helps students develop fluency without taking up large chunks of instructional time.
Why Decodable Sentences Matter
Another important piece of effective fluency practice is decodability. When sentences include phonics patterns students haven’t learned yet, fluency practice becomes frustrating instead of helpful.
